General Administration of Aviation Information Services (AIS)

General Directorate of Aviation Information Services (AIS); It is part of the Air Navigation Sector - General Authority of Civil Aviation and Meteorology in the Republic of Yemen. Pursuant to Republican Decree No. (27) of 2009, establishing the Aviation Information Service (AIS).

It is the policy of the Yemen Aviation Information Service (AIS) to provide the highest level of aviation information necessary to ensure the safety, regularity, economy and efficiency of international air navigation and full compliance with national and international regulations. This policy is implemented through the collection, processing, storage, quality control, issuance and distribution of aviation information in accordance with ICAO standards, recommended practices and national regulations. The General Directorate of Aviation Information Services (AIS) consists of ten departments:

  • Aviation Information Service (AIS) centre.
  • International Bureau of Pilot Advertisements and Database Feed.
  • Navigational publications.
  • Airport flight information service units.
  • Navigational charts.
  • Aviation information service standards and standards (quality assurance).
  • Design of flight procedures.
  • Airspace design.
  • Geodetic and topographic surveying.
  • Aviation information technology and software.

The Aeronautical Information Service (AIS) is responsible for:

  • Updating the Aeronautical Information Manual (AIP) with permanent or long-term information on air routes, hazardous areas, radio navigational aids, airports, communications, meteorology and rules of the Sana'a Aviation Information Region.
  • Design and update nautical charts in the Aeronautical Manual (AIP) as required by ICAO.
  • Publication of additions to the Aviation Manual (AIP).
  • Publication of Aeronautical Information Circulars (AICs).
  • Issuing NOTAM announcements to pilots for the entire Sana'a Flight Information Territory.
  • Receive FPLs, verify their appropriate entries and forward them via AFTN and ATS on time.
  • Preparing pre-flight information bulletins (PIBs) to instruct pilots.
  • Maintain an up-to-date library containing other countries' AIPs, relevant ICAO documents and country regulations.
  • Design automated approach procedures.
  • Coordination of airspace design/changes with flight operations (regulatory function).
  • Planning to fully automate the service locally and in accordance with regional requirements.

Integrated Aeronautical Information Package (IAIP)

Aviation information is provided in the form of an integrated package consisting of the following elements:

  • Aviation Manual (AIP), including modifications (AMDTs) and additions (SUPs);
  • Aeronautical Information Circular (AIC);
  • Navigational charts (Charts);
  • Pilot Announcements (NOTAMs);
  • Checklist and list of applicable pilot announcements.

Applicable ICAO documents

  • The AIP has been prepared in accordance with the Standards and Recommended Practices (SARPs) of Annex XV to the Convention on International Civil Aviation and the ICAO Aeronautical Information Services Manual (Document 8126).
  • The maps contained in the AIP are produced in accordance with Annex IV of the Convention on International Civil Aviation and the ICAO Aeronautical Chart Manual (Document 8697).
  • Differences from ICAO standards and recommended practices and procedures are given in subsection GEN 1.7.

Aviation Manual (AIP)

It is the basic guide to aviation information, and contains information of a permanent nature and long-term temporary changes related to services, facilities, regulations and procedures that affect air operations that take place at Yemeni airports and in Yemeni airspace. It is divided into three parts:

  • General (GEN): Contains information of an administrative and interpretive nature.
  • En route (ENR): Contains information related to the airspace and its use: ATS procedures and rules, airspace description, etc.
  • Airports (AD) contains information about airports/helicopter airfields in Yemeni territory and their use: geographical and administrative data, physical characteristics, associated cartography, etc.

All information provided by the AIP has been updated through regular amendments, AIRAC (Aviation Information Regulation and Control) amendments, appendices and NOTAMs.

Regular amendments to the AIP will be issued twice a year. Publication dates will be the first day of May and November.

 

Amending the Aviation Manual (AIRAC) AIRAC AIP AMDT

AIRAC amendments are published as needed in accordance with the AIRAC session dates. These amendments will be posted to subscribers at least 28 days before the usual changes, and 42 days before the major changes on their effective date.

 

AIP SUP Flight Manual Supplement

Appendices: Supplement or modify information contained in the AIP and contain provisional information, which requires expanded text and/or illustrations. There are two types of supplements:

  • REGULAR AIP SUP:

It is published at regular intervals whenever information is available and contains information that takes effect on specific dates, clearly identified in each appendix.

  • Aeronautical Information Circular (AIC)

Information about flight operations, may not be included in the AIP or distributed by NOTAM or Supplement. This information is published in Aeronautical Information Circulars (AICs). An AIC essentially contains administrative or explanatory information or advice that can affect operations in the long term. In general, AICs usually provide advance information on changes in legislation or regulations, implementation of new facilities or changes in deployment procedures, etc. The AIC is divided by topic and issued in a single series (A).

  • Aviation Charts

The aeronautical charts included in the AIP are regularly updated or replaced by amendments to the AIP. Significant modifications or additions to the aeronautical information for other aeronautical chart series are also included in the AIP. They may be published in the AIC, if appropriate information regarding new maps and charts is notified by the AIC. Available Aviation Map Series: The following types of maps are published in Aviation Guide - Yemen AIP:

    • Airport Maps - ICAO;
    • Aircraft parking/anchorage maps – ICAO;
    • Airport Obstacle Maps - ICAO - Type A;
    • Final Control Area Maps – ICAO;
    • Automated approach maps - International Civil Aviation Organization.
    • Visual approach charts - ICAO.
    • Standard Access Maps – ICAO;
    • Standard departure charts – ICAO;
  • NOTAM pilots announcement

A notice distributed by telecommunication containing information relating to the establishment, condition or change in any aviation facility, service, procedure or hazard, the timely knowledge of which is essential to personnel involved in aviation operations.

NOTAMs were created and issued to the Sana'a FIR and are distributed in two series designated by the letters A and B.

  • Series A-NOTAM which contains complete information on all airports, facilities and procedures available for use by international civil aviation, which is published/issued at both international and national levels.
  • Series B-NOTAM containing information of interest to aircraft not operating in international civil aviation, which is published at the national level.

The checklist and list of NOTAMs are in effect

A checklist of valid NOTAMs is issued monthly via AFS.

The checklist follows a printed list of valid NOTAMs and is distributed via mail to all recipients of the flight information product.
